The Philippine Amusement and Gaming Corporation is a 100 percent government-owned and controlled corporation created in 1977 by virtue of Presidential Decree 1067-A and was amended to PD 1869 on July 11, 1983, later known as the PAGCOR Charter.

In 2007 the PAGCOR Charter was further amended through Republic Act No. 9487 extending the PAGCOR Franchise for another 25 years

 

PAGCOR was created with a three-pronged mandate: to regulate all games of chance, particularly casino gaming in the country, to raise funds for the governments' socio-civic and national developmental efforts, and to help boost the country's tourism industry.

In accordance with its Charter and other governing laws, PAGCOR earnings are distributed as follows:

• 5 percent of net winnings goes to the BIR as franchise tax

• 50 percent of the 95 percent balance goes to the National Treasury as the National Government’s mandated income share

• 5 percent of the balance after the franchise tax and the National Government’s mandated income share goes to the Philippine Sports Commission for financing of the country’s sports development programs

• 1 percent of the net cash income goes to the Board of Claims, an agency under the Department of Justice, which compensates victims of wrongful detention and prosecution

• Cities hosting PAGCOR casinos are given a fixed amount for their respective community development projects
The remaining balance is then remitted to the President’s Social Fund to help fund the priority projects of the government.

 

PAGCOR operates 13 casinos in 10 major cities across the Philippines, along with 28 satellite casinos 24 VIP Clubs and 4 PAGCOR Arcades.  The popularity of Texas Hold’em poker is on the rise in the country with the licensed poker rooms up to 36.


The table games available for play in PAGCOR casinos are the Asian favourite Bacarrat, its variant Super 6, along with the equally popular Black Jack, Pontoon, Stud Poker, Pai Gow, Sic Bo and Craps.


Live entertainment is provided by premier artists, both local and foreign performing center stage on all casinos at given nights.  This is peppered by home grown variety of talents that entertain gaming aficionados nightly. 


PAGCOR also provide electronic and web-based games in partnership with Philweb.

PAGCOR's consistent performance ensured its position as one of the top-earning corporations in the country and in the Asian region, as well as the third biggest income-generating arm of government, next to the Bureau of Internal Revenue and Bureau of Customs.

 

We are likewise honored to present you our accomplishments with regards to our most important tourism project ot date: the Bagong Nayong Pilipino-Entertainment City Manila. This project achieved a vital milestone through a celebrated groundbreaking in April 2008.

2006 - With You No Matter Where You Are!



PAGCOR produces its highest earnings yet in its 24-year existence, with a total income of P25.38 billion. This is almost P2 billion higher than the P23.40 billion in 2005,or an 8.5 percent growth rate.

The year likewise saw PAGCOR seriously beginning its paradigm shift from gaming to entertainment by mounting world-class productions like "Wanders," as well as establishing ties with gaming industry leaders through the First Asia's Gem Expo and the Euro-Asian Cooperation on Gaming.

2005 - What Champions Are Made Of


PAGCOR earns an outstanding total annual income of P23.4 billion, which is 6.8 percent higher than the P21.90 billion recorded in 2004. With the continued profitability of its operations, the corporation was able to increase its contributions to high-impact socio-civic programs of the government. For example, it was able to widen the reach of Serbisyo Muna, a nationwide community-based project aimed at bringing vital government services to the people, notably the poor.

2004 - Beyong Gaming



PAGCOR posts a total income of P21.90 billion, a remarkable 13 per cent increase from the P19.43 billion posted in 2003. Record-breaking revenues were attributed partly to the resurgent political and economic climate brought about by the success of the 2004 elections. New casinos, like the New Hyatt Hotel and Casino Manila, were opened, and the number of gaming tourists visiting from China, Korea, Japan and other countries peaked at 511,374 guests by yearend.

PAGCOR posts an annual income of P20.21 billion, the highest in its 20-year history and exceeds by 15.75 % the P15.46 billion income earned in 2001. The casino in Tagaytay is unveiled at its new building and site. President Arroyo approves the Master Plan for the Entertainment City in Roxas Boulevard and includes it in her eight-point priority list of projects which she will finish before the end of her term.

A COMMITMENT TO RESPONSIBLE GAMING

As a socially-responsive company, PAGCOR is committed to promote responsible gaming in all levels. We adhere to the fact that our establishments primarily exist for people to be entertained and to have fun. Playing in moderation is the key, and in recent years, we have staged major initiatives to avert gambling problems from happening, by instituting multiple programs of prevention and intervention.

PAGCOR is one of the principal supporters of the Philippine Foundation on Compulsive Gambling, Inc. (PFCGI), a not-for-profit organization which helps affected individuals regain normal lives by letting them undergo treatment. This is done through a full range of therapy sessions, spiritual counseling, stress relief, relapse prevention, and direct medical management.

“PAGCOR’s financial aid has helped us tremendously,” reveals PFCGI President, Dr. Jose Tojino. “We need funds to go on with our treatment program of our patients. And usually, we do it for free since some of our patients can’t afford to give anything due to the financial crisis they are having. PAGCOR’s support makes it all possible.”

A policy which has been in effect for a long time now in PAGCOR is the exclusion program where families can ask the casino to deny entry to their affected loved one for an indefinite period. Strict security measures are also in place to ensure that no minors and persons below 21 years of age are admitted to the casinos.

PAGCOR likewise takes the leadership position in promoting responsible gaming by prohibiting all its employees from engaging in all games of chance. It is continuously open to dialogue with the media, community groups, NGOs, the local governments and other organizations on how best to curb problem gambling.

Equally significant in PAGCOR’s thrust towards responsible gaming is the paradigm shift in the nature of its operations. From a place merely offering games of chance, PAGCOR casinos are now all-in-one entertainment meccas where people can relax, watch concerts, dance the boogie, and dine to their hearts’delight – thus giving guests a variety of options to choose from.

Compulsive gambling is a social issue that has plagued humankind for ages. PAGCOR believes that any effort to curb it needs sufficient research and an overall strategy coming from all sectors of society, particularly the decision-makers and everyone involved in the gaming industry.
