PROCEDURES AND REQUIREMENTS IN APPLYING FOR GRANT OF AUTHORITY TO OPERATE BINGO GAMES

 

STEP 1


The applicant shall submit an accomplished Letter of Intent (format attached as Annex “A”) addressed to:

The accomplished Letter of Intent shall have the following attachments:

 

a) Description of Proposed Location Site


b) Vicinity Map (please indicate landmarks)


c) Pictures of Proposed Bingo Site and Surrounding Areas within the Building


d) Floor Plan of the proposed bingo venue to indicate the floor area, seating capacity and arrangements of facilities, cards

 

stockroom, comfort rooms and offices including PAGCOR office space/working area


e) Distance of Proposed Site from Schools and Churches or places of worship (Note: it is the applicant’s responsibility to find out if there is an ordinance that prohibits the establishment of a bingo venue within specific distance from schools, churches or places of worship. If your proposed site is located within 200 meters from schools or churches and there is an ordinance that prohibits the establishment of a bingo venue within the 200-meter radius from schools, churches or places of worship, you are required to secure a no-objection resolution from the local legislative unit. Should there be no such ordinance, you are required to submit a Certification from the local legislative unit that there is no ordinance relative thereto;


f) Distance of Proposed Site from Existing Operational Bingo Venue/s


g) Feasibility Study on the Proposed Bingo Project (format attached as Annex “B”)


h) Proof of ownership if proposed venue is owned by the applicant, if not, lease proposal from the owner/lessor


i) Profile of Commercial Bingo Applicant: Corporation, Partnership, Sole Proprietorship (format attached as Annex “C”)


j) SEC Registration, Articles of Incorporation and By – Laws (for Corporation)/SEC Certificate of Registration (Partnership)/DTI Registration Papers (for Individual Proprietor)


k) Duly accomplished, signed and notarized Personal History Statement of proprietor/each partner/each incorporator/director (format attached as Annex “D”)


l) NBI clearance of proprietor/each partner/each incorporator/director


m) Duly accomplished, signed and notarized Sworn Statement of Assets and Liabilities of proprietor/each partner/each incorporator/director (format attached as Annex “E”)


n) Organizational Chart/Structure and their corresponding functions, duties and responsibilities


o) Accomplished Authorization Form for PAGCOR’S Technical Inspection Team to Conduct Site Inspection (format attached as Annex “F”)

 

STEP 2

 

Applicant will be advised by PAGCOR Bingo Department to come for an interview.

Applicant is enjoined not to purchase bingo machine and bingo paraphernalia
before PAGCOR’s approval of application to operate bingo games.

 

STEP 3

 

Once applicant receives advice of approval of their application by PAGCOR’s Board of Directors and a copy of the Grant of Provisional Authority to Operate Bingo Games together with the checklist of required bingo equipment, paraphernalia and Guidelines and Regulatory Orders, Grantee (approved applicant) shall submit the following additional requirements (post approval):

 

a) Mayor’s Business Permit


b) Lease Agreement/Contract with Venue Owner


c) Payment of required CASH, PERFORMANCE (in cash), SURETY BONDS in the amount of P100,000, P100,000 and P400,000, respectively.


d) Floor Plan of Bingo Hall including the design/layout of the bingo venue with complete set-up of the stage with overhead camera, bingo machine, flashboards, TV monitors, sound system (to include audio recording equipment), aircon units (if not centralized airconditioning system), offices (to include an office space with working table and chairs for the PAGCOR Representatives), bingo tables and chairs, a separate/enclosed area for smoking players, a separate stockroom exclusively for bingo cards, and comfort room/s, if allowed by venue owner.


e) Warranty certificate, and Official Receipt with Sales Invoice or Cash Invoice for the purchased bingo machine and flashboards from a PAGCOR–accredited supplier.


f) Bingo Program (for traditional bingo operation only)


g) Clearance from the Fire Department


h) Certification from the City Engineer of the Structural Stability of Proposed Venue

 

Grantee and its management staff will be invited to a conference at PAGCOR Bingo Department.

 

Deadline for the submission of the duly signed Grant of Authority and the accompanying Guidelines for Bingo Gaming supported with grantee’s Board Resolution/Secretary’s Certificate authorizing the signatory to sign in behalf of the Corporation shall be within two (2) weeks from receipt of advice of PAGCOR’s approval.

 

Moreover, Grantee has sixty (60) days from PAGCOR Board approval date within which to comply with above mandatory requirements and commence bingo operation at their approved venue. Failure to comply within the prescribed period shall automatically nullify the Board’s approval of Grantee’s application unless it can present/provide acceptable justification for the delay in the compliance with mandatory requirements and commencement of bingo operations at the said venue. During this period, PAGCOR Representative will conduct inspections anytime of the progress of construction/renovation of the venue if it conforms to the submitted floor plan.

 

STEP 4

 

Grantee shall notify PAGCOR Bingo Dept. two (2) weeks in advance on the targeted opening date of bingo venue. Representatives of PAGCOR Bingo Department shall conduct initial inspection of the premises if it conforms to the submitted floor plan.

 

STEP 5

 

Representatives of PAGCOR Bingo Dept. shall conduct a final inspection of the venue and its facilities, inventory of bingo cards, bingo machine and paraphernalia, and other equipment and paraphernalia (in operating condition) at least two (2) days before expected opening date. They will observe dry-runs to determine its readiness to the conduct and operation of bingo games.

 

STEP 6

 

PAGCOR Bingo Department shall issue a clearance for the Grantee to commence bingo operation at their approved venue after full compliance to post - approval mandatory requirements enumerated in Step 3 above. Otherwise, Grantee will not be allowed to commence its operation.

Objective:

 

In May 2003, PAGCOR’s Bingo Department created the Mobile Charity Bingo Project to handle the conduct and operation of bingo games in areas beyond the reach of either the Casino Filipinos’ In-house Charity Bingo or the Commercial Bingo Grantees’ operations.

Through this project, PAGCOR will be able to support various civic groups raise funds for the implementation of their different undertakings that will benefit the community, such as but not limited to the following:

 

Medical-dental mission

 

Feeding programs


Education/training programs


Livelihood projects


Sports/youth development


Cleanliness and beautification projects

 

PAGCOR’s Responsibilities:


Conduct a professional hassle-free bingo event for the sponsor-beneficiary


Provide state-of-art bingo equipment, audio-video system and paraphernalia, and other materials necessary in the conduct of the bingo social


Provide manpower for the conduct of bingo social


Provide the bingo game program


Sponsor-beneficiary’s Responsibilities:

 

Sell a required number of tickets (quota)


Provide the venue suitable for the conduct of bingo

CASINO LICENSE BASIC REQUIREMENTS

1. COMPANY INFORMATION

    a. Company profile;

    b. SEC registration;

    c. Articles of Incorporation and By-Laws;

    d. Personal history statement of incorporators and directors;

    e. Organizational set-up;

    f. Background data of clients or partners that proponent represents, including other companies that will be involved in the project;

    g. Audited financial statements for the last 3 years of operation;

    h. Bank certification of deposits and/or bank certification of availability of Stand-by Credit issued by a commercial/universal bank in the Philippines;

    i. Certificate of "No-Objection" or similar document attesting to the non-opposition to the operation of the casino from religious;business and civic sectors        in the area.

    j. Resolution by the provincial, municipal, and/or city council authorizing the establishment of another gaming facility in the proposed site;

    k. Secretary's Certificate authorizing the official signatory to sign in the agreement with PAGCOR.

    a. Detailed vicinity map indicating all access roads and landmarks;

    b. Photos of proposed casino site and environs;

4. FEASIBILITY STUDY OF THE PROPOSED PROJECT

    a. Long-term development programs and/or master plan for the general area;

    b. Target foreign markets and marketing plans;

    c. Financial projections and assumptions;

    d. Demographic data of the locality;

    e. Detailed project schedule/timeline.

5. PROPOSED FLOOR PLAN/LAYOUT OF THE PROPOSED GAMING FACILITY, indicating positions and arrangement of gaming tables, slot machines, cash    desks, vaults, bank, closed-circuit TV, cameras, offices, computer terminals, restaurants, entrances, exits, and other facilities to be employed.

6. PROOF OF OWNERSHIP/ LEASE CONTRACT/ CERTIFICATION OF SPACE RESERVATION FOR THE PROPOSED SITE, WHICHEVER IS APPLICABLE


1. Gaming LICENSE

 

In pursuance of its mandate to regulate the gaming industry in the Philippines, Philippine Amusement and Gaming Corporation (PAGCOR) shall implement a program that requires those who desire to be employed in any PAGCOR licensed gaming establishments within the Philippine jurisdiction to secure a Gaming Employment License. To implement this, there is a need to evaluate and screen all Gaming Employment License applicants to ensure the gaming industry workforce posesses the requisite capacity, competence and intergrity in order to uphold global gaming standards prior to the issuance of a Gaming Employment License.
