Akapin Incorporated was founded in 1992 by Norfil Foundation to seek, help and uplift the lives of Persons with Disability (PWDs)in Bulacan. The foundation now supports individuals with hearing impairment, Autism, Down Syndrome, intellectual disability or mental retardation.

Special Education (SpEd) classes form the larger part of the institution's program. Classes for the hearing impaired are integrated into the schools regular classes with the aid of interpreters. Akapin also implements program for parents of PWDs to teach them sign language and also provide them with counseling.
