Top Management undergoes GAD seminar and workshop
Can you recall an incident in your life when you felt that you were discriminated because of being a boy or a girl or of another gender orientation? It is on this note that the first of many capacity building activities on Gender and Development (GAD) took off.
Last August 19-21, 2019, a Gender Analysis and Gender Responsive Planning Workshop was held at the City State Tower Hotel, Manila. The second part, the Gender-Responsive Planning and Budgeting and Audit of GAD Funds Workshop was conducted on September 5-6, 2019.

Ms. Lourdes M. Castillo, CPA, Ph.D, retired Commission on Audit (COA) Assistant Commissioner, oriented the group on basic GAD concepts and perspectives as well as GAD mandate, laws, international conventions and other policies. From the perspective of both a COA auditor and a champion of GAD in a government entity, Ms. Castillo also provided a guide to the audit of GAD funds.
Another subject expert, Ms. Lourdes C. Turiano, BSW, MSW, DPM, certified GAD Resource Pool of the Philippine Commission on Women, lectured on gender analysis, gender mainstreaming, and prescribed tools such as Harmonized Gender and Development Guideline (HGDG). As a trainer on the implementation of PCW-NEDA-DBM Joint Circular 2012-001 or Guidelines in the Preparation of GAD Plan and Budget, Ms. Turiano conducted a workshop to help the group with its gender responsive planning and budgeting.

GAD is about being faithful to the principle that “Development is for all.” Fairness and equity demand that everyone in society, whether male or female, has the right to the same opportunities to achieve a full and satisfying life.<
With the support of top management and the commitment of concerned department heads, the GFPSEC is optimistic that a gender-responsive program for PAGCOR will soon be formulated and implemented to achieve equal contributions to the development of the society.

At the end of the session, the participants are expected to:
1. Build and enhance their understanding and appreciation on
mainstreaming gender in agency processes, structures,
system and programs, projects and activities to leverage the
optimum and judicious use of the 5% mandatory GAD funds
as required by R.A. 9710.
2. Know the country’s international commitments, laws and
other GAD Policies related to gender and development
