Barely ten months after it received the International Organization for Standardization (ISO) 9001:2008 Certification for Quality Management System (QMS), the Philippine Amusement and Gaming Corporation (PAGCOR) has successfully transitioned to ISO 9001: 2015.

PAGCOR now belongs to the first 10% of the 268 government agencies which received the ISO 9001 Certification.

It is also one of the four government agencies in the country – along with Department of Public Works and Highways, Authority of the Freeport of Bataan and the Provincial Government of La Union -- which are certified under ISO 9001:2015 with all processes covered.

Among the core characteristics of ISO 9001:2015, which is an upgraded version of the ISO 9001:2008, are the adoption of risk-based thinking in management and business processes; involvement of top management; assessment and measurement of inputs and outputs of a business process; and taking into account the context of the organization based on the needs and expectations of customers and stakeholders involved.

According to PAGCOR’s Quality Management Representative Anita Sylim, one of the major benefits of the QMS implementation is the continual improvement of the agency’s business processes. “We want our processes to be goal-oriented and aligned. The end goal is always to come up with better delivery of services to our customers. By keeping more customers satisfied and engaged, we can hopefully earn more revenues for the government,” she explained.

PAGCOR Chairman and CEO Andrea Domingo said that it was very difficult to leap from ISO 9001:2008 to ISO 9001: 2015 in just a few months. “Despite the challenges, we did it because everyone in PAGCOR worked hard.  Apart from the Corporate Departments, our CF branch in Tagaytay was also ISO 9001: 2015 certified. Because of this endeavor, CF Tagaytay is now one of the two casinos in the world with an ISO certification,” she said.

The PAGCOR chief added that the ISO 9001: 2015 certification symbolizes a job well done for the state-run gaming agency. “We were able to establish the necessary systems that assure checks and balances. We have a very difficult job of raising money for the government. But we managed to transform these revenues into projects that help uplift the lives of poor Filipinos,” she shared.

PAGCOR’s ISO 9001:2015 certification was awarded by third party certifying body Societe Generale de Surveillance (SGS), the world’s leading inspection, verification, testing and certification company.

SGS Managing Director Ariel Miranda commended PAGCOR for successfully meeting the ISO 9001:2015 certification requirements.

“Having the ISO 9001:2015 certification means that PAGCOR is already complying and maintaining the Quality Management Systems standard with the additional process provided by the 2015 version. A lot of companies now – including government agencies and corporations – are gearing towards ISO certification because these are demanded by the clients and other stakeholders,” Miranda said.

By 2018, PAGCOR is eyeing for the ISO 9001 certification for its Angeles branch and Satellite Operations Group 1.
