MONITORING AND EVALUATION





All government agencies are enjoined to use the Gender Mainstreaming Evaluation Framework (GMEF) tool in assessing the level of their respective gender mainstreaming performance


In this regard, the GFPS, through the designated TWG shall utilize the GMEF assessment results as inputs in the development and formulation of GAD Agenda and in preparing for the annual GAD plans and budget (GPBs).


The GMEF assessment results shall also serve as a basis in identifying specific and appropriate strategic technical assistance on GAD and on how the agency can further improve gender mainstreaming performance in succeeding years.

GADTimpala

The results of the GMEF tool application also serve as a key basis and one of the eligibility requirements for selecting qualified agencies under the Philippine Commission on Women’s (PCW) incentive and awards system—the Gender and Development Transformation & Institutionalization through Mainstreaming of Programs, Agenda, Linkages, and Advocacies (GADtimpala).


The GADtimpala is PCW’s mechanism to incentivize and recognize the gender mainstreaming efforts of all national agencies and its establishment emanated from MCW’s Implementing Rules and Regulations’ Section 43 to provide positive reinforcement to agencies in their implementation of gender mainstreaming.

Reportorial Requirements to PCW, COA and GCG

It is important to adhere to the deadlines, guidelines, and reporting requirements set forth by the Philippine Commission on Women (PCW), Commission on Audit (COA), and the Governance Commission for GOCCs (GCG). Compliance with these regulations is essential to ensure effective gender mainstreaming and the efficient use of public resources for gender-responsive programs.


The GFPS through its TWG shall regularly check the latest circulars and guidelines from these agencies, as requirements may evolve. PCW, COA and GCG updates can be accessed through:
