About Us

The Licensing and Regulatory Group (LRG) and Internet Gaming Licensing and Regulatory Group (IGLRG) were created to serve as the licensing and regulatory units of the Philippine Amusement and Gaming Corporation (PAGCOR).

The following departments that comprise the said groups have these corresponding functions:

  1. Gaming Licensing and Development Department (GLDD) focuses primarily on the issuance of licenses to operate casinos in the Philippines, crafts casino regulations and other related guidelines and processes requirements for their operations. Corollary to these, GLDD handles the issuance of casino suppliers’ accreditation, ensures that licensed entities secure Gaming Employment Licenses (GEL) for all their employees, strictly implements the Responsible Gaming Code of Practice, and oversees the efficient operations of casino licensees’ charitable foundations.

  2. E-Games / E-Bingo Licensing Department (EG/EBLD) issues licenses and regulates local gaming operations involving Bingo Games, Electronic (Casino) Games, and Sports Betting. The department processes the accreditation of Gaming System Service Providers and the evaluation of gaming platforms or systems, including the games or contents deployed and offered therein.

  3. Offshore Gaming Licensing Department (OGLD) processes, evaluates applications for offshore gaming and grants licenses to operate. OGLD likewise processes the accreditation of customer service, gaming software platform and live studio and streaming providers, and the issuance of offshore gaming employment licenses (OGEL) of their employees.

  4. E-Sabong Department (ESD) develops the regulatory framework, processes applications and issues licenses to conduct/operate the online/remote or off-site wagering/betting on live cockfighting matches, events, and/or activities streamed or broadcasted live from cockpit arena/s licensed or authorized by the Local Government Units having jurisdiction thereof. (Note, however, that pursuant to the Memorandum from the Executive Secretary dated May 3, 2022, all operations of E-Sabong are suspended.)

  5. Table Games Department (TGD) oversees the Philippine gaming industry’s strict regulation of all persons, locations, practices, and related activities including Casino Filipino branches and satellite casinos and all authorized poker clubs in the country.

  6. Slot Machine Department (SMD) oversees the Philippine Slot Machine industry’s strict regulation of all persons, locations, practices, and related activities of Casino Filipino branches and satellite casinos in the country.

  7. LRG and IGLRG are supported by other PAGCOR units to ensure implementation, enforcement and compliance to laws, regulations and other guidelines. These include the Monitoring and Enforcement Group, the Anti-Money Laundering Supervision & Enforcement Department and the Anti-Money Laundering Compliance Department.
