GAD PLAN AND BUDGET, AND ACCOMPLISHMENT REPORT





In general, a GAD Plan and Budget is a systematically designed set of programs, activities, and projects (PAPs) with corresponding budget carried out by government agencies departments, including their attached agencies, offices, bureaus, state universities and colleges, government-owned and controlled corporations, local government units and other government instrumentalities over a given period of time to address the gender issues and concerns in their respective sectors and constituents. It systematizes an agency’s approach to gender mainstreaming, women’s empowerment and gender equality.


GAD Attribution

GAD attribution is the process of identifying, estimating, and reporting the proportion of an agency’s regular programs, activities or projects, that directly or indirectly contribute to the gender and development goals. These contributions are considered part of the agency’s GAD budget. Section 36(a) of the MCW requires at least 5% of the agency’s total budget be allocated for GAD programs, activities, and projects.


The Harmonized Gender and Development Guidelines (HGDG) design checklists (HGDG tool) provides a checklist to score the project on its gender-responsiveness during planning, implementation, and monitoring. Based on the total score, a percentage of the project cost can be attributed to the GAD budget. The document can be accessed through:

Annual Conduct of GAD Planning and Budgeting

Through the GFPS, GAD planning and budgeting is conducted annually as part of the overall planning and budgeting cycle of the national government.


The PCW issues annual guidelines in the preparation and submission of the annual GPBs.

GAD Accomplishment Report

PAGCOR shall submit its GAD Accomplishment Reports (AR) using the prescribed PCW template, ensuring it meets the minimum 5% GAD budget allocation and integrate GAD issues into their plans and budgets.


The GFPS through the designated Technical Working Group shall prepare and process the submission of the AR based on PCW guidelines.
