The Philippine Amusement and Gaming Corporation emphasized the importance of robust and effective regulatory enforcement to sustain growth in the online gaming sector during a gathering of global industry leaders at ICE Barcelona 2026 in Spain.

PAGCOR Chairman and CEO Alejandro H. Tengco said the rapid expansion of digital gaming has reshaped the industry, erasing borders, accelerating innovation, and exposing regulatory gaps that traditional systems were not designed to manage.

“The greatest threat to both regulators and licensed operators is not higher standards,” Mr. Tengco told an international audience of regulators, policymakers, and industry stakeholders. “It is the continued presence of illegal and unregulated actors that undermines trust and distorts competition.”

Mr. Tengco cited the Philippines’ recent regulatory reset as an example of how jurisdictions must respond decisively to emerging risks.

The Philippine Amusement and Gaming Corporation (PAGCOR) said it has intensified its responsible gaming measures as the country’s digital gaming market continues to grow, Chairman and CEO Alejandro H. Tengco said Wednesday.

Speaking at the G2E Asia @ the Philippines 2025 in Pasay City, the PAGCOR chief said the new financial safeguards include the delinking of e-wallets and certain payment channels to strengthen integrity and player protection across the fast-growing online sector.

Mr. Tengco said the transition to tighter payment controls has prompted operators and players to recalibrate, resulting in softer revenues in the latter part of the third quarter of this year.

He said the measure is essential to improve traceability, reinforce anti-money laundering protections, and curb illicit financial activity.

“In recent months, most of you are aware that our industry has confronted severe headwinds,” he said. "These reforms inevitably have short-term impacts that are necessary because we cannot build a modern digital gaming ecosystem on foundations that do not fully meet global integrity and compliance standards...”

The country’s E-Games and E-Bingo operators are navigating a difficult but necessary transition toward stricter safeguards and more transparent operations that help shape a more responsible industry, PAGCOR Chairman and CEO Alejandro H. Tengco said.

Speaking during a gathering of the Association of Independent Licensed Gaming and Amusement Operators, Inc. (AILGAO) in Muntinlupa City on Wednesday, Mr. Tengco acknowledged that recent reforms have prompted adjustments across the E-Games sector.

He cited in particular the mandatory de-linking of e-wallets from online gaming platforms which he said is intended to strengthen the credibility of legitimate operators while preventing potential harm on young and vulnerable players.

“You may be interested to know that in the third quarter of 2025, we recorded an industry GGR that was a bit lower than last year,” The PAGCOR chief said. “But this reflects an industry transitioning to stronger and safer practices.”

He noted that the E-Games and E-Bingo segment still grew 17.4 percent in the third quarter compared with the same period last year, but admitted that the de-linking policy triggered a temporary GGR decline in August and September.

The Philippine Amusement and Gaming Corporation (PAGCOR) today announced that its net income in the first three quarters of the year has reached Php14.32 billion, a 49% increase from the Php9.63 billion in the same period last year.

Total revenues from January to September was at Php84.09 billion, rising 5.87% year-on-year from Php79.43 billion. Gaming operations accounted for Php75.93 billion of the total revenues while other related services and other income contributed Php8.16 billion.

An official of the Philippine Amusement and Gaming Corporation (PAGCOR) said the local gaming industry must recognize that technological advances are fueling an unstable environment where illegal operators can thrive while legitimate businesses struggle.

Speaking at the inaugural Asia-Pacific Regulators’ Forum on Thursday, September 11, at the Newport World Resorts, PAGCOR Vice President for Human Resource and Development Group Dr. Angelito Domingo said a three-pronged gaming education framework can help address the problem.

“There are three forces – technology as the tool, the criminal divide as the motive, and social impact as the public outcry – that create a perfect storm which threatens the integrity of the legal gaming industry,” he said.

Dr. Domingo said PAGCOR is currently implementing a gaming education framework focused on player education, operator training, and public outreach to counter growing social concerns associated with illegal online gambling.

“This framework envisions stronger collaboration among gaming and financial regulators, licensed operators, law enforcement, non-government organizations, the community, and the players themselves,” he said.

Dr. Domingo noted that the exponential rise of online gaming in the Philippines is driven by the accessibility of technology and Filipinos’ heavy reliance on mobile devices.

Regulators from across the Asia-Pacific region underscored the need to adapt to digital disruption in the gaming industry during the first-ever Regulators’ Forum held in Manila on Thursday, September 11.

In her keynote address, Philippine Amusement and Gaming Corporation (PAGCOR) President and COO Wilma Eisma said that while gaming jurisdictions across the region vary in size and maturity, they share common challenges such as cross-border transactions, rapid digitalization, and balancing economic benefits with social responsibility.

“In the Philippines, electronic gaming has become a significant growth driver and PAGCOR has responded with initiatives that ensure accountability, security, and consumer protection while allowing the industry to thrive responsibly,” Ms. Eisma said.

However, she said that digitalization, remote gaming, and emerging platforms are testing the limits of traditional oversight models.

The Philippine gaming industry is on track for another record year in 2025 with gross gaming revenues (GGR) nearly doubling in the last two years, the Philippine Amusement and Gaming Corporation (PAGCOR) said today.

Speaking at the Inside Asian Gaming (IAG) Summit 2025 at Newport World Resorts, PAGCOR Chairman and CEO Alejandro H. Tengco also reiterated the agency’s plans to decouple PAGCOR’s commercial operations from its regulatory functions.

Mr. Tengco said industry GGR climbed from US$3.75 billion in 2022 to US$6.5 billion in 2024, while in the first half of this year, the number has already reached US$3.8 billion – keeping the sector on track to achieve its US$7 billion full-year target for 2025.

Tengco on Monday, September 8, pushed for stricter regulations for online gaming instead of an outright ban, saying that prohibition would only encourage illegal operations and deprive the government of needed revenues.

Speaking before industry stakeholders at the Light & Wonder iGaming Symposium at Newport World Resorts in Pasay City, Mr. Tengco said reforms implemented by PAGCOR — including reductions in license fee rates — has spurred robust growth in the electronic gaming sector.

From Php58.16 billion in 2023, gross gaming revenues (GGR) from Electronic Games climbed to Php154.51 billion in 2024 which accounted for nearly half of the industry’s Php372.33 billion GGR.

The country’s record Php214.8 billion in gross gaming revenues (GGR) in the first half of the year also pushed the earnings of the Philippine Amusement and Gaming Corporation (PAGCOR) to Php59 billion, up 14% from Php51.8 billion year-on-year.

Consequently, the strong revenue stream enabled the agency to increase its contributions to nation-building to Php38.1 billion, up 20% from the Php31.8 billion CNB in the same period last year, according to PAGCOR Chairman and CEO Alejandro H. Tengco.

“Of our total CNB, Php25.36 billion was remitted to the National Treasury as the mandated government share,” the PAGCOR chief said.

The country’s integrated resort casinos generated Php93.36 billion in gross gaming revenues (GGR) in the first half of 2025 to sustain the momentum of the local tourism and gaming sectors, according to the Philippine Amusement and Gaming Corporation (PAGCOR).

The Philippine Amusement and Gaming Corporation (PAGCOR) gave Php6.9 million in cash incentives to members of the Philippine Inter-Agency Humanitarian Contingent (PIAHC) and Philippine Air Force personnel who were deployed to Myanmar following the magnitude 7.7 earthquake that hit the country last March 28.

During a ceremonial turnover held on Friday, July 4, at Camp General Emilio Aguinaldo in Quezon City, each of the 138 responders received Php50,000 in recognition of their role in the 12-day humanitarian and search-and-rescue mission.

State gaming regulator Philippine Amusement and Gaming Corporation today warned against the proliferation of websites using the PAGCOR logo without permission to mislead the public that their activities are connected with licensed offshore gaming in the Philippines. PAGCOR Chairman and CEO Alejandro H. Public advisory on suspicious Offshore Gaming job offers

The Philippine Amusement and Gaming Corporation (PAGCOR), in coordination with concerned government agencies, has been continuously investigating reports of unscrupulous groups offering offshore gaming related employment opportunities to both local and foreign nationals using social media groups, dating apps, and messaging applications.
The job postings, usually looking for prospective Customer Service Representatives with experience in cryptocurrency trading, entice unsuspecting victims with high-paying jobs and numerous attractive benefits only to find themselves being used in scam activities.In line with this, PAGCOR warns the public to be vigilant and cautious of these job advertisements. Online Dating Services and Cryptocurrency Investments are not part of the authorized acts of its Offshore Gaming Licensees and Service Providers and any information on these unauthorized activities may be reported to the POGO Hotline No. 0927-8098610 or Contact Us.

PAGCOR advises the public once again that participating in unauthorized gaming activities is punishable by law. Besides being an offense, such also exposes one to the dangers of being victimized by unscrupulous groups.

Public Advisory on dangers of casino financing

In light of recent events within the casino gaming industry, the public is hereby advised to exercise caution about the dangers of casino financing, especially the junket operations within the Philippines. Casino Financing is a colloquial term used to describe overly risky investment or trades. This type of investing is akin to gambling, where investors hope to hit the proverbial lottery with their investments. These investments often refer to large "bets" that are typically high risk, with an anticipated high potential reward outcome. However, as with betting at a casino, the investor could lose it all.
An example of a common scheme is that a scam operator and their agents will claim that a casino granted them VIP rooms or junket arrangements, and that they need to raise money to do casino financing for their VIP guests from any foreign country. Investors then place money, sign contracts of loan for a lock-in period of twelve (12) months or more, and get postdated checks. This is a kind of Ponzi scheme wherein the money of the new investors is used to pay off the investments of the earlier investors.
